The Kochi-Lakshadweep Islands Submarine Optical Fiber Connection (KLI-SOFC) Project marks a historic step in bridging the digital divide between the Indian mainland and the remote Union Territory of Lakshadweep. For the first time since Independence, Lakshadweep will be connected to mainland India through a dedicated undersea optical fiber cable (OFC) network, transforming communication, governance, and socio-economic opportunities in the region.


Background of the Project

Lakshadweep, a strategically important group of islands in the Arabian Sea, has long faced challenges of limited connectivity and poor internet bandwidth due to its geographical isolation. The KLI-SOFC project was conceptualized to address these issues by laying high-capacity submarine cables between Kochi (Kerala) and eleven Lakshadweep islands, namely:

  • Amini
  • Kadmat
  • Chetlat
  • Kalpeni
  • Minicoy
  • Androth
  • Kiltan
  • Bangaram
  • Bitra

This initiative is expected to revolutionize communication infrastructure in Lakshadweep, ensuring uninterrupted digital access comparable to mainland standards.


Implementation and Funding

  • Funding: The project is funded by the Universal Services Obligation Fund (USOF) under the Department of Telecommunications (DoT), which supports rural and remote connectivity initiatives.
  • Executing Agency: Bharat Sanchar Nigam Limited (BSNL) was appointed as the project executing agency.
  • Contractor: The work was awarded to NEC Corporation India Pvt. Ltd. through a Global Open Tendering process, ensuring world-class standards in submarine cable technology.

Major Activities Undertaken

  1. Marine Route Survey – Detailed seabed mapping to determine the safest and most efficient cable route.
  2. Submarine Cable Laying – Deployment of advanced ships and equipment to install fiber cables across the ocean floor.
  3. Civil Construction of Cable Landing Stations (CLS) – Establishing stations on each island for connectivity management.
  4. Installation, Testing & Commissioning – Deploying Submarine Line Terminal Equipment (SLTE) to ensure high-speed data transmission.
